Question MSI RTX 3070 Ti Gaming X Trio - Stutters / FPS Drop

1 week ago, I bought and built a new PC :
CPU : AMD Ryzen 7 5800x
Cooler : Be Quiet! Dark Rock Pro 4
MB : MSI MAG B550 Tomahawk
RAM : DDR4 Corsair Vengeance LPX Black - 16 Go (2 * 8 Go) 3600 MHz - CAS 16 (Slot 2 + 4)
GPU : MSI 3070 TI Gaming X TRIO
SSD : Samsung 980 PRO 1 To (NVMe PCIE4)
SSD 2 : Samsung EVO 860 1 To (SATA)
PSU : Be Quiet! Straight Power 11 - 850W
Case : Be Quiet! Dark Base Pro 900 Rev. 2

I got 2 monitors :
MSI Optix MAG272CQR Adaptative Sync (27" 1440p 165Hz VA, curved) via DP
iiyama ProLite E2483HS (24" 1080p 60Hz TN) via HDMI

All installations (Windows 10 Pro + Games) are on the Samsung SSD (NVMe, PCIE4), the sata one is only old data

Everything seems perfect but there is a problem with performances. I'm getting random stutters on games, but not all, that's very weird.
For exemple, I run Warzone in 1440p, RayTracing, DLSS high settings, I got arround 140-165FPS but it's smooth,the variation isn't a problem, it's fine to play. Same for Apex Legends, 1440p, medium+ / high settings, 164 FPS , 130FPS 99% i/s by nVidia Geforce but smooth to play and not really felt in game.
But on little games like Rocket League (1140p, 164FPS low settings) or Genshin Impact (1440p, 60FPS low or hight settings), I got random freeze (FPS Drop) without anything anormal in the Task Manager (CPU < 20% + GPU <50% + Disk OK + RAM OK, no peak at FPS drop time) and those are very annoying
And on bigger game like Borderlands 3 I got hard fps drop every 10-30s even in lowest settings.
I just bought Cyberpunk 2077, I'm going to test it next days.

I tried so many things :
Windows fresh install, all drivers up to date (nVidia 471.11), with geforce or without geforce (Only studio drivers).
BIOS Update
PCIE3 or PCIE4
XMP enabled / disabled.
Only one screen
Only the 1080p one
Windows Game mode enabled / disabled
Windows GPU shedule enabled / disabled
Disabled Xbox Game bar via Windows settings + regedit.
Geforce recommanded game settings / Custom game settings
Optimize settings via nVidia control panel.
Closed every other app / background services

The benchmark return descent value, and it's working fine on some game, so where is the problem ? Stutter appear on light games (rocket league, genshin impact), is that a Drivers issue ? And I just have to wait for nvidia to work on ? It really disturb me, stutters appear while GPU/CPU or other component aren't at high usage, and have no peak. And it's really annoying me to spend 2k7€ on new PC to get those issue...

Another thing i've noticed is some times (like 4-5 times on 1 week) for 1 sec my screen change his color, like a light filter, and came back to the normal after. I don't remember if it appear on both screen or only on the 27", maybe it's not related and it's just a problem with the MSI monitor (He got dead pixel so i'm going to return it and get new one), but could it be related to the GPU issue ?!

I'm sure I forgot things i've tried... I'm testing everything I find since 1 week and don't know what to do know. I don't find any post on 3070 TI (or 3080 Ti) performances issues. Am I alone with it ? is it a hardware issue ? A Windows / settings issue ? Drivers issue going to be solved in next few days/week/month by nVidia ?
What should I do ? Contact MSI ? Contact nVidia ? Get refund from my reseller ? Wait for drivers ? Or you guys have a solution / tests to do ?

No it didn't fixed since i was and i'm still up to date in every update (windows, bios, nvidia, geforce....)
I didn't fixed the issue, i'm still looking and testing things every days ....

I'm having similair issues but also extending to my recording and streaming. The most identifiable element I can find is that I am getting an encoder overload message in OBS but my GPU and CPU are below 60% usage. Could it really be some weird software bug?

Having same type of issue with iRacing. Any success? I've tried so many things already...Nvidia nor iRacing can find what it is (over 1 month and 66 email messages)
