Question Msi rtx 4080 gaming x trio problem, or pc problem

I wanted to ask if anyone has experience something like this before,
I got a rtx 4080 used it runs great I tested it with every benchmark and test that I can think of, but some games I fell have little stutters in full screen but it fixes when in window mode, and only in displayport I have this problem except for playing Temtem it always stutters in that game once I switch to hdmi everything works perfectly no stutter in full-screen, can it be my pc or my pcie motherboard that's giving me the problem.
My specs are
Asus z390 hero wifi motherboard
9700k 4.9ghz
Viper 4000 memory running at 3600
Rtx 4080
1000 seasonic prime power supply

Try go into bios and turn down the overclock on ram speed and try 3000mhz or 3200mhz maybe 3600mhz is abit to much for it to handle
