MSI RX 480 4GB going from 100% to 0% randomly and almost burning my gpu.

i bought this gpu from msi and it arrived today, i upgraded from an r7 260x and when i realized the drivers for the GPUs where compatible i still had uncertanties and did a complete uninstalling of the drivers and installed crimson 16.9.2 again. i also dont have a cd drive so i thought downloading the msi gaming app so i downloaded the msi gaming app and downloaded afterburner as i was on the same page too, the thing is the fans are a complete utter mess and have no rational working whatsoever. at first i didnt touch wattman, or gaming app (only to change led color), or afterburner to change the speed of fans, but i inmediatly realized that the gpu was at idle at 56-8 degrees c with the fans completely off. i thought that was just software feature for it to stay silent but as i launched my first game to test fps the fans did not go on until the gpu hit 75c and instead of gradually going up it went to an immediate 100% and full leafblower mode for 5 minutes, even though the gpu reached 28c in a matter of seconds. after those 5 minuets the fans went back to 0% and back up to 100% when temps got bad for another five minutes, this incredibly annoying pattern went on for about an hour until i decided to launch wattman to see if i could change the settings the fans speed was put.

wattman proved to be completely useless as even after seeing some tutorials on youtube no matter how much sliders i changed and numbers increased or decreased the fans had no change whatsoever. so i reseted wattmans settings and decided to launch speedfan and again, absolutely no change whatsoever. at that moment i decided to see if afterburner helped so i restart my computer (again) and set up a preset that gradually increased the fan speed to whatever temp i chose, and it worked for like 20 minutes until i was total war: attila and it went above 40c and it went up to 100% for like another five minuets and then went back to 0% and stayed in 0% all the way up to 89c and my gpu severly thermal throttled. this has gone on for hours upon hours of me restarting the computer and i see the same pattern over and over again. i have to turn off my computer every certain time even while browinsg chrome because the fan will stay at 0% forever and i fear for my GPU exploding.

amd fx 6300
windows 10 64 bit
8 GB of ram
corsair CX500M psu
MSI rx 480 4gb

did you have an overclock profile/custom fan profile at all on the r7 260 card?

have you gone into amd crimson >>>gaming>>>global settings>>>global overdrive>>>>fan speed>>>> make sure that fan is set to auto and not on and set to fix value of 0 (where fans only kick on when gpu hits it safety value that overrides software values and turns fans on full speed)

if it was set like above it would do what you say.. not kick on till it hits a critical temp then fans would run full speed overriding software settings then shut off again when temps were safe.
