Dear Readers,
I'm at my wits' end. I purchased an MSI RX 480 Gaming 8GB two days ago and got the sting of it. first of all, here are my specs:
1. Motherboard: ASROCK 870 Extreme3
2. CPU: AMD Phenom II X4 970 BE
3: RAM: 8GB DDR3 1333
4: PSU: Corair CX600M
5: HDD: WD 320 Green
6: SSD: Crucial MX300
7: Screen: Samsung SyncMaster BX2335 LED

and here's the story:
everything with my old card is working fine (HD 7950). I'm currently using it to send this message. The card and the monitor are connected by a DVI-I cable (after having wavy lines on idle or while gaming back when it was connected by a weird and probably broken DVI cable). In short, the RX 480 is a DVI-D so I went ahead and bought a DL-DVI-D cable. I tried the cable before I touched the RX and it didn't work. It went black screen. So I assumed it must be the monitor and was so excited that I forgot to uninstall the old Graphics driver and immediately opened the case and installed the RX. Computer booted just fine on windows default display driver. So, I thought I had caught a break and went to safe mode and uninstalled the old driver, restarted, booted up, installed RX driver, and on windows boot it black screened just like when i tried the cable on my old graphics card. I went back to safe mode, uninstalled, and downloaded/installed a different version. same thing. black screen on windows boot. It's worth mentioning that both my old and new graphics card work on windows default display while connecting the new DVI-D cable but neither work upon installing AMD driver. The RX fan once stopped while the other fan was running because I was turning the computer off and on a lot but that still worries me.
I purchased the monitor secondhand and it had a broken DVI cable that produced the wavy lines issue but the problem vanished back when I got a new cable. I don't trust the monitor ever since and even on my old setup sometimes when I had turned off the computer completely overnight (including the PSU switch) when I turned it back on in the morning the monitor doesn't take so I have to turn it off and back on for it to take a signal.
Anyway, I RMA'd the card and cable and waiting for an exchange. Since I'm obsessed with computer, I'd like help on understanding what happened and thereby avoid it next time when I receive a new card and cable.

thank you for reading this far. I know this is like math and I myself hate math but I like computers and so hyped on getting this RX. Imagine the disappointment.

mobo bios up to date?

your processor is not good enough for a rx 480, a 7950 is about max it can handle

if you want more gpu power it is time for a complete rebuild

I was so nervous about the card being bad because the fan stopped once whilst the other fan was running that I decided to RMA it before ever updating bios but that still wouldn't explain why the old graphics would black screen on the new cable too. as for the processor, I know a guy who installed sapphire 8gb on a worse processor.

sure, you can install it

what I am saying is it will not run like a 480, it will run like a much slower card because your cpu cant handle it

wasted money, you cant just add a rocket to a donkey cart

The fan issue might be explained by the RX 480 cards typically having an idle fan off mode. Mine for instance will shut off when not playing games unless it gets to around 60C. My Girlfriends which is an RX 470 Gaming X also idles off. The black screen is a bit strange though my guess would be that maybe a setting in the display setting in Radeon settings might fix it. There are a few settings that can be changed for DVI monitors (although hard to fix unless you can get a secondary display connected to an HDMI or Displayport connection...).

As a note for RX480 performance I had a Phenom II 955 (Now have a Ryzen 7 1700X). CPU limited games of course ran at limited FPS improvements over the previous HD7870 I had other games had much better performance. So sure you might not get better performance in certain titles but that is only if the CPU was the issue to begin with. Obviously if you have games where that is an issue this should be your next update (something like a Ryzen 5 1600). Although a new monitor might be the next thing you buy to rid yourself of these dvi issues.

fair point. however, I'm doing what I call 'Reverse Upgrade' which means I'm upgrading just as necessary and the parts I can use now so I upgrade GPU first and use it for a while then upgrade MB but use the same other parts I have now. then CPU, and finally RAM. that way I don't have to pay a shitload of money in one go.

I know the fans are regulated to work as necessary but what about when one fan works and the other doesn't? gpu can't be over 60 on one end and under 60 on the other :p
