my gpu is going 90-91 degrees , the fan is working fine but temperature still reaching the 90's , also my PC is randomly restarting but it does it more when is cold at the first start, is showing some error event 41 kernel power, the power supply is new and my hardware is (motherboard msi h270 a pro) inter i5 6500 , power supply is a cooler master 600w mwe bronce 80.

Which drivers are you working with for your AMD GPU. How old is the PSU? You forgot to mention what you're taxing the GPU with to get those temps.

playing any high game like apex legend for example, I'm running the newer bios version for my gpu

Take the cooler off (4 screws on the back), remove the thermal paste with rubbing alcohol on a paper towel, apply new thermal paste (half a grain of rice size), screw cooler back on.
