MSI RX480 8GB core clock fluctuating on idle help

I've had this problem for a couple weeks now and it seems to never go away. My core clock fluctuates on idle but when I'm in-game it's even worse. My FPS drops frequently and when GPU heavy event happens, massive FPS drops occur and my monitor shuts off and turns into a black screen with PC still running. As far as I know, my temperature for the GPU and the CPU are both fine. It would be awesome if I could get some answers or feedback. Thanks in advance.

CPU:i5 6600k (overclocked to 4.4)
MOBO:MSI Z170A Gaming M3
CPU FAN:212 evo

what temp for both CPU and GPU when in games? have you tried using different drivers?
