MSI TF r9 270 vs. PowerColor PCS+ r9 270x

I am looking to spend about $200-230 Canadian dollars on a GPU, and currently I am looking at the r9 270 from MSI and the r9 270x from powercolor. Which card is the better buy? Can the MSI card be overlooked past that of a 270x? And is the cooling on the Powercolor good or junk, because it looks a bit cheap to me

I am buying an AMD FX 6300, 4gb RAM @1866mhz, WD 500gb caviar black , windows 7 professional. I would like to play GTA IV, BF3/4, GMod, Crisis 3, Splinter Cell

GMOD. Yes
GTA. Kinda lower res and no filters low settings. Lots of vehicles and ai and people moving around uses CPU like crazy in this game.
BF3. The ram will really hurt you here only 4Gb's leaving you little to stretch between your system and game. LOW settings even then it will be a bad experience I had a 650 Ti 6gb's of ram and an i5 3330 and i could play the game on low at 720 and get 45-ish FPS
Crysis 3. No not even at it lowest setting other than under 720p. The foliage and large cpu usage is more than harsh enough but this game is hard to run on even my system.

All in all sure you can pay the games but it will be a poor experience and I'm not trying to make you feel bad or be a jerk I'd just say don't spend money of this with those expectations or you'll only end up disappointed.

I'm terrible at making budget builds man. I'd suggest going to the Systems or components forum and post a 700 gaming build thread and see what they come up with for you. If you give them expectations and what you're looking for they'll get it worked out for you. I'm an expensive person so I only look at the higher-highest/most expensive parts.

There you go, i squeezed every penny out of it, personaly this is what i would go with, this kit will even allow for some good overclocking of the FX-6300 CPU to about 4.2 - 4.4ghz if you want to...my build even include an aftermarket CPU cooler wich is nice, also the graphics card is a 270x by powercolor i saw you asked the question, yes this is a very good GPU it meats all the industry standard and will perform the same as any other 270x from other manufacturer...i included windows 8.1 cause it's vastly superior to windows 7 in every way and it cost the same, you could change it if for some reason you REALLY want windows 7, but trust me on this windows 8 does a much better job in gaming and applications:

Just an update i ended up building with the fx6300, 4gb of ram, and the MSI r9 270, and it does ultra x8 AA at 1080p just fine with no overclocking. Mind you im also playing on a 5400rpm 3gb/s laptop drive which slows things down alot
