msi twin frozr gtx770 oc edition with low fps

Hello.
I bought new video card "msi twin frozr gtx770 oc edition 2GB" and i had 550W power supply. My card and whole pc started to lag. Problem was my psu. Now i have 700W power supply (card requires 600W psu) and there is the same problem.. I degraded win8.1 to win8 and then to win7 - problem remains.. When i play games my fps drops.. Even when i set low graphics problem remains.. Even the simple game like Minecraft have this problem! Some ppl wrote that there is problem with NVIDIA high def audio and hdmi drivers CHECK HERE. I uninstalled them. No luck! I had a 9500gt and i had NO PROBLEMS with it! And now i think there is maybe problem with my motherboard or cpu... idk what to do next 🙁

PSU: Aerocool ATX VP PRO-700 700W
CPU: AMD Phenom II X4 B55
GPU: GTX 770 2GB (msi twin frozr gaming oc edition) LINK
RAM: DDR3 4GB Apacer single
and two sata hdd.. one 150GB and 350GB

Thanks. I will upgrade my rig.. If I buy AMD FX-8350, does it solve my problem? Also I will upgrade my motherboard to AMD 970/SB950 SAM3+ ATX/970 GAMING MSI and my pc will look like this:

PSU: Aerocool ATX VP PRO-700 700W
CPU: AMD FX-8350
GPU: GTX 770 2GB
RAM: DDR3 4GB Apacer single

DOES IT SOLVE MY PROBLEM? Earlier i had plans of upgrading my pc. Thank you for info.
