MSI X299 Sli Plus Doa?

Hello,
I am putting together a rig with a MSI X299 Sli Plus motherboard and an i7-7740x. There does not seem to be any power getting to the board. I am using an older Fatal1ty Gaming Series 750 Watt 80+ Bronze power supply that can independently power another pc. I have breadboarded the system with only the cpu and hsf to no avail. No fan, no led. Is there something I am missing with this psu? Has anyone seen when the diagnostic led's will turn on with power?

Ram to use: CORSAIR Vengeance LPX 16GB (2 x 8GB) 288-Pin DDR4

Hsf: cooler master hyper 212 evo

I'm on my third board. First one failed after two days. The second one was doa. The third one works. Did you get a replacement board and how's it working if so? I've reported slow bios loading and it not resuming from sleep state. Have you had these issues as well?
 
Sorry for the delayed reply.

I RMA'd the board through Newegg and got a second one. The second one booted up right away. It isn't a speedy booter or anything, but I haven't had any major problems with it. Mostly windows 7 incompatibility with the bios, and the stupid OC genie needs to be turned on in the bios.

I have had the motherboard fail to boot windows once. I reset the computer and it booted up. I've not had any sleep state issues.
 


 
What's the deal with the oc genie? I have xmp profile enabled for my ram and that's working but oc genie is turned off and my CPU is boosting to 4.3 ghz two cores 4.5 ghz under load. Do you have all three turbo boost functions turned on in the bios ?
