MSI X370 Gaming Plus Motherboard not posting, GPU + Case fan + CPU fan not spinning

This is my first gaming PC build, the problem is when I power on the system CPU is detected but the CPU fan + case fan is not spinning and GPU is also not posting. Only hard drive is running.
I guess will have to update the bios but, PC won't post - Please help.

The Build:
- MSI Gaming Plus AMD Ryzen X370
- Thermaltake Toughpower Grand RGB 750W 80+ Gold
- AMD Ryzen 7 1700X Processor
- Asus GTX Geforce 1080 Turbo 8GB GDDR5X
- Cooler Master 240MM cooler
- Corsair Carbide Series Air 540 High Airflow ATX Cube Case
- Corsair Vengeance LPX 16GB (2x8GB) DDR4 DRAM 3000MHz C15
- Crucial MX300 525GB SSD
- Toshiba X300 6TB Performance Desktop and Gaming Hard Drive 7200 RPM 128MB Cache

Please help me with any suggestions.

Is it shutting off immediately after you start it up or does it run and do nothing?

If you aren't even getting your CPU fan/AIO fan to spin I would try an air cooler if you have one. With no CPU fan spinning the moment you start the PC points to:

- Issue with the cooler or its installation; verify by trying another cooler.
- Issue with the motherboard, it could be DOA. Also could have forgotten about the 8 or 24pin connectors.
- Issue with the processor, could have bent a pin.
- Motherboard is shorting on something in the case and shutting down, can verify by breadboarding the motherboard.
Disconnect everything but the CPU and it's cooler (but keep the CPU fan in the CPU_FAN header), the 24 pin, and the 8 pin that go into your motherboard. Plug in one stick of RAM. Start the motherboard using the onboard button or by shorting the headers with a screwdriver. Does the CPU fan, power supply fan spin? If any of these things aren't spinning, stop there.

Next plug in the video card and it's PCIe connectors and repeat. Leave things like the molex/hardrives/everything else disconnected. Does the video card fan spin and do you have video? If needed, try moving the RAM stick around or try using another port on the graphics card. Also try moving the graphics card to another slot.
 


I would try doing the first test with the other ram stick if it doesn't work.
