Question MSI X470 Gaming PLUS MAX vs. ASUS HYPER M.2 X16 Gen4?

I have MOBO and NVME expansion card as per the title, the GPU is GIGABYTE 2070 SUPER. The CPU is Ryzen 7 3700X. I've tried:
  • GPU in PCIE_1, HYPER in PCIE_4, default bios.
  • GPU in PCIE_4, HYPER in PCIE_1, default bios.
  • GPU in PCIE_4, HYPER in PCIE_1, changed PCIE_1 lanes config to 4x4x4x4. Other options are 8x8 and 8x4x4.
BIOS only allows me to configure lanes for PCIE_1, not any other of the 3 PCIe x16 slots. Here is the official MSI spec page for how the PCIe slots work (notice the "DETAIL" tab which is more verbose). The way I understand it is the PCIE_1 is x16 gen 3. If PCIE_4 is populated also, they both switch to x8 gen 3. The third x16 slot only works as x4 gen 2.

I can't figure out why is my ASUS HYPER card never visible. It is never even detected in board explorer in BIOS. If I plug the GPU into PCIE_4 and the ASUS HYPER card into PCIE_1, the board explorer will tell me both slots are empty. What am I missing here?
