Question MSI x570-a PRO wont post

I am helping a friend out building his computer.

Everything has been successfully putting everything in, but.

The PC won't boot to a BIOS or post. It is stuck in a bootloop.

EZDebug goes straight to the BOOT led.

We've already tried reseating the RAM and clearing the CMOS.

When he removed the RAM, EZDebug went to VGA.

Afterwards, when he put the RAM back in, it went back to BOOT.

He doesn't have a Windows boot drive just yet, his Windows is coming in soon.

Any help is greatly appreciated.

make and model of the psu?
what connection are you using to connect the monitor to the gpu?

What are the complete system specs? There is a troubleshooting sticky at the top of the forum for this type of problem. If you perform every step in the checklist it should help you narrow down what is causing the problem. There is also a link to the checklist in my signature.
