MSI X99S XPOWER AC not reporting memory in quad channel

Here are the build specs:

I7-5930K
MSI X99S XPOWER AC
2x Corsair Vengeance LPX 16GB DDR4 2800
Corsair HXi HX1000i PSU
Corsair H110i Cooler
Cooler Master HAF X Blue Edition Case
2x EVGA GTX 970 SC
2x Samsung EVO 850 250 GB
2x ASUS PB278Q Monitors
1x ASUS ROG PG278Q G-Sync Monitor


And then my Problem

I started out with an X99s SLI Plus motherboard which I replaced with the XPOWER only to get the same issue. I install all 8 sticks of memory and it reports all 32 GB. It does not show in Quad Channel in CPU-Z. Using XMP #1 or #2 reports the memory speeds correctly, but not Quad Channel.

I leave 4 sticks in and I get quad channel reporting just fine. I have swapped out all the other 4 sticks with 1 in the 4 setup and each time it reports quad fine. So I know all the memory is good. I thought the last board was bad which is why I replaced it, but no difference with the new one.

I have updated the bios to 1.62. MSI reports that Quad channel should work with all eight slots filled.

So first question does anyone have any other ideas or suggestions? Next, could CPU-Z just be reporting it wrong and is there another tool I can use to see if my RAM is in quad channel?
