msi z170a krait gaming 3x cpu error

Hi I'm asking on behalf of a friend who has just built a new pc.
Unfortunately upon completing the build and going to power it he found that the cpu ez error light comes on. According to the manual this means its either missing or failed. Its definitely there and I've checked that it was seated correctly. The rest of the board seems to power on all good and all the fans startup, graphics card lights up, ect. To me this seems like it's dead. Just looking to see if anyone has any ideas or thoughts that are otherwise or agree.

1| Inspect your CPU socket for broken or bent pins.
2| Remove your CMOS battery for at least 15 minutes prior to replacing it.
3| Remove the components from your chassis and breadboard it, see if it powers on after then.
