MSI Z170A motherboard not powering on despite LEDs and power button lighting up.

I noticed my CPU temps were reaching 91C regularly even idling much less gaming (using CoreTemp) so I thought it might be my water cooling system failing since it is 2 years old. I take out the radiator and use an air can to blow out the dust. I then proceed to be ashamed of the horrendous wiring job I did back in the day since I didn't use the back panel of the case to hide any wires and it looked like spaghetti in there. I decide to not be a lazy bum anymore and rearrange the wires behind the back panel. I reconnect everything and cannot get it to power on at all much lest post or boot. The Mobo, GPU and all other components receive power but it just will not power on. You can see there is power flowing since the manual power on button located on the Mobo is lit up but nothing happens when you press it.

I am pretty sure it must be the Mobo at this point since I have disassembled the entire build and rebuilt it down to the resetting the CPU in place and applying more thermal compound. There is no error code displayed on the POST in the bottom left of the board. There is an unlabeled flashing red light under the CMOS battery above the PCI port that is not mentioned anywhere in the manual that I can see. When the power button is pressed you can hear a faint whirling sound like it may be trying to start. I will list of my specs and things I have tried already.


CMOS reset.

Using only 1 stick of RAM.

re-seating the CPU and heat sink in their sockets.

calling MSI support however they are not open on the weekends unluckily.

Using a different PSU (same issue where power button lights up but does not power on).

Making sure all connections were solid.

praying the the PC gods.
