Question MSI Z490 WHITE CPU LED on,will not post

AS it says,I just put this system together and the EZBUG white led for the CPU stays on,wont get any video....I am using an HDMI cable and even though I should have on board graphics with the 10600k I tried restarting with a video card which didn't change the situation.I also checked for bent or dirty pins and everything is pristine far as the socket and the chip...The chip is seated correctly. I even loosened the cooler thinking maybe it was too tight but it's actualy movable slightly,that's how loose it is so it's not a problem of the cooler applying too much pressure to the chip. I'm at wits' end here,I can't see what else it could be other than a bad mobo or chip or am I missing something? OH also tried posting with just the mobo,cooler and 1 stick of ram in the first slot,still nothing.........just the white led for the cpu on. Please help me out....build is below........another thing to add...the cpu power has 8 pins and the 4 pin,I have only the 8 pin connected as I do not have the 4 pin connector,could that be the problem? I read that onyl the 8 pin is needed and the 4 pin is just for overclocking but maybe It's needed to have both with power?

NVM about the CPU light,I was using the wrong ram slot,but the new problem is it goes through the check list of LEDS,passes CPU,goes to VID CARD then when it gets to the last LEDS which is POST it shuts off and restarts and keeps doing that over and over

You should not be able to move your CPU cooler even slightly, it should be rock solid. Have you double-checked the CPU cooler installation guide?

ya,I just loosened it a little because I know it could have ben a problem if it were too tight,that would apply too much pressure to the chip and the pins,I'll eventually adjust I just wanted to knock that off the list of possible problems and it seems it wasn't....like I said now the problem is it won't get past the post process,it clears the cpu led then the vid card it acknowledges and when it gets to post it restarts,I just tried taking out the battery to reset CMOS

I think you need to remove the motherboard from the case and try booting outside the case.

Problem solved,I reset the CMOS before but I only had the battery out about a minute,I did it like it has on the sticky on systems/pc wil not post 21.Have you tried resetting the CMOS? ..I took the battery out for 5 mins and kept the start button pressed for 30 secs like it said there,I put 1 stick of RAM in the correct slot(which I did not do ealrier) and I was able to post to bios....once there I checked for the XMP profile for the ram voltage...then set for the USB to use an external drive to boot windows...all good.....thanks for the help and advice!
