Question MSI Z790 Carbon BIOS settings say one thing, CPUID says another, please help

I clicked on the "CPU" button in the BIOS, and then after a few times playing on my computer, I decided I'd see if it was necessary to keep it OC'd and I switched back. I wish I had paid attention to the voltages and the temps beforehand, because I have a custom water loop and I feel like these idle temps are way too high. Why does the BIOS say that it's at 3 ghz, but CPUID says it's at 5.4+? Can someone with a little more understanding than me help me out and see if anything looks fishy in my CPUID voltages and clocks?

17watts /40C idle....looks normal
looking at what cpu does in idle is somewhat pointless as most cores are sleeping...even if it says 5.4ghz it just reports its last state before it went zz

This is more the issue. Why does it go up to 100?
