So I just got a new 4790k, a 980ti, and an MSI Z97 Gaming 5 motherboard.
At the beginning of the building after I put the CPU and RAM in I booted it. The numbers on the bottom span and the boot menu popped up on my screen. (I used the video card for outputs.) my keyboard and mouse were also recognized by the mobo.

Fast forward about 5 hours, I finished the build. I moved it to my desk and turned it on. All the lights came on in the case, but the numbers on the bottom of the mobo were 00. No video was output and my neither my keyboard or mouse were recognized. I took it apart and went back to the test boot, and it still said 00 and no peripherals were recognized.

Help? If I don't find a solution I might buy a new mobo.

I own the same mobo and in the instruction manual it will tell you what every code means. I'm not sure how tech savvy you are but it could be a variety of of things from a pin on CPU may be out of place, something hooked up in the wrong space, or worse case it was a failing mobo and the movement made it DOA. My board works great and I'm very pleased with it, I am so sorry you are having that kind of difficulty but I'm sure someone more tech savvy than I will be of assistance to trouble shoot you better.

Here is what I am running;

All the led said was 00. Nothing else.

Tech department from MSI confirmed 00 is failure to initialize CPU. I had the exact same problem, but with all new parts. If you are positive all connections are secure, all standoffs are where they're supposed to be and you're not causing any shorts(can test on a non-conductive surface outside of case to make sure.) and an appropriate and functional PSU...it's more than likely a motherboard issue or bent CPU socket pin(s).
