Msi Z97 Gaming 5: usb stops detecting devices after turning on

i recently purchased an msi z97 gaming 5 mobo. when i connect devices into the system when powering on, they work fine. but if i tried to after i have reached the OS 10 it doesn't detect it. even a disconnected USB still shows up in file explorer. I had an ASUS mobo before this with the exact same rig and OS, so its either an integration with the OS and Mobo or just the Mobo. Sometimes, if i move the mouse before the os is fully done loading, it disconnects. NOTE. the devices when connected before the OS loads, all work perfectly, so If i wanna use any Usb device i have to connect it before i turn on the computer.

things i have done:
1) installed the necessary drives from msi and intel. ( it took a long time to do because the installation of the drivers kept freezing, but the update utility that came in the cd verified that those drivers were installed, the intel chipset and ME)
2) i have updated to the latest bios .
3) tried to connect the mouse while the uefi was on, ( to check if the usb would be detected after POST) it connected fine. my guess is its with drivers and OS
4) Tried restarting the Plug and Play services

things ive been unable to do:

1) Uninstall the intel usb 3.0 extensive controller, ( it freezes while trying to uninstall).
2) i know there is a usb update for the gaming 7 mobo, but not for the gaming 5. i dont know if that could work.

I've never had power drop off issues using my previous mobo, and I'm using the same rig.

Plus I'm using a powered USB hub for my mouse and ps3 Controller , the only thing using the direct USB power is the wireless keyboard receiver.
