MSI's 'Enhanced Turbo'

On Ivy Bridge, Turbo increases the frequency(i7 3770=3.9GHz) by 200, 300, 400 or 400MHz, with 4, 3, 2 or 1 core(s) active respectively:

1 core active=3.9+400=4.3 GHz
2 cores active=3.9+400=4.3 GHz
3 cores active=3.9+300=4.2 GHz
4 cores active=3.9+200=4.1 GHz

This is done only with Intel Turbo Boost. My question is: What does MSI's 'Enhanced Turbo' do different from Intel Turbo Boost?

Here's a quote that explains it's purpose

"If you want to quickly boost your CPU performance on an MSI mainboard, you should instead use the Enhanced Turbo setting in its BIOS. This feature increases the CPU multiplier to its maximum value supported by Intel Turbo Boost technology irrespective of load. What’s important, Intel’s power-saving technologies and MSI’s APS feature will keep on working at that."
