Multicolored lines and screeching noise after waking from sleep Windows 10

I have recently been having problems waking my computer from sleep. After waking my computer this horrible screeching sound comes up and the screen is full of static greenish lines. I have my computer displaying to a TV through HDMI and the TV is the only thing that is making the noise. Volume control on the TV does not block the noise at all. I have discovered that the problem usually occurs when my computer sleeps for longer periods of time and gets worse the longer you wait. My system specs are FX8350 @4.0ghz Nvidia GT720 16gb hyperx fury ddr3 1866 RAM. Mobo is MSI 970GAMING. PSU EVGA 750 bronze supernova.
I don't know what is wrong. I have sometimes repositioned the graphics card and its solved the issue but what will I do if there is not good airflow for the next card I'm getting? Or maybe it will fix the issue?
Anyways the sound does not come out of the speaker connected to my motherboard so all the problems are being outputs from the gpu. Any suggestions?
 
Ok I woke the computer and after a few seconds started up the tv. Black lines about half an inch apart appeared and a static noise started. I went upstairs and got my phone to try and get footage but the problem cleared and now it's back to normal. It's not fixed yet though.
 
I'm thinking it has to do with the TV has to acquire a solid signal from the computer, and that takes a little bit as the computer awakes and resets it's resolution, etc. I imagine if you let the PC awake for 10 seconds max, that should be enough time, and then put on the TV
 
Alright. Test was unsuccessful BUT I have discovered another way to prevent this problem from somewhat occurring. EAKE the computer. Wait for the display to shutoff (you can configure these settings in Windows) turn the TV or monitor you have back on. And you should be on the login screen rather than the one prior.
