multiple audio outputs in windows 10

so is it possible so that a program has its own audio output. (e.g games sounds coming through my headphones and music coming out through HDMI to my monitor) it has happened to me before as a glitch where google chrome uses the monitor and when i plug my headphones in chrome still plays out through the monitor while the program i open after plays the sound through my headphones. is it possible to control this and should microsoft know and develop this?What do you think?
