Multiple Cpu Configuration Not Supported

I have a dual processor motherboard with 2 Intel Xeon E5450's installed. When I downloaded win 10 pro, I got a bsod that said "Multiple Cpu Configuration Not Supported." And I know this is total bs because win 10 pro specifically said it supports dual processors, and it did not do this when I ran win 8.1. I looked around the entirety of Google to solve my problem with no luck. Does anybody know how to solve this problem?

Just an idea: Have you tried installing Windows with only one CPU powered?

That's how I got windows installed in the first place. The error starts when I put the second one in. Windows 10 pro supports multiconfiguration, so I have no idea why it is saying this.

Have you tried enabling Max CPUID Value Limit ?
"Setting this item to [Enabled] allows legacy operating systems to boot even without support for CPUs with extended CPUID functions.
Configuration options: [Disabled] [Enabled] "

That's how I installed Windows in the first place. After I put the second one in, the bsod shows up with this error (Multiple Processor Configuration not supported)

I called customer support and was just informed that dual xeon processors are only supported in Vista and below.
