Question Multiple issues with RAM and I'm not sure how to fix it ?

My computer is having awful lag and stuttering when playing video games. I think it has to do with my RAM not running at the right setting. My RAM sits at 4800 MHz. I've tried to change it in the BIOS but it doesn't change when I save and restart the pc. I'm not sure if the RAM is bad or if it's something else. My graphics card also will sit at 600 MHz but when I go to play a game it it goes back and forth between 600 and 2200 MHz.

I've tried updating my BIOS and all drivers are up to date. I've also enabled EXPO but still nothing works.

First thing I would try is to go into bios, under exit section and reset the motherboard to orginal/optimal settings and see if anything changes.
