I am a bit new to multiple monitors never really cared much about that before but i got spoiled at work having two monitors so now I'm looking into doing this at home. My MSI gaming laptop was easy peasy it's got a hdmi and a another of the fancy new stuff that runs off the USB C port it has, that one was nothing plug in the other monitor and away it goes. My desktop on the other hand is being another issue entirely. I do not have room for a second full sized monitor so I'm trying to use one of those tiny 10" deals that are sold for security systems or video cameras etc. not having much luck.

My PNY GTX1060 video card has one dvi, one hdmi and three display port adapters onboard. I have hooked up my new little monitor using a display port to hdmi cable. Windows cannot see the monitor and even if I select HDMI input it always says no signal. My tech knowledge is a bit out of date upgrading the hardware has been out of the budget for a very long time so I'm slowly having to update myself hoping I can get a little education here. I know that there are differrent types of hdmi cable some that are only video, some that are video and audio and some that are video, audio, and internet as well. Someplace Ï "thought" I read that multiple hdmi monitors on the same card could be an issue and I also read that sometimes finding out exactly what your card will support and in what combinations can also be a challenge. I understand that dvi and hdmi are virtually the same, I think I may still have a dvi to hdmi cable laying around, may try that but first I want to be sure I'm not pulling an obvious duh here out of ignorance.

The little monitor is a much lower resolution than my main monitor, probably exchanging it for something else just because I was not thinking about the resolution issues in that most likely both monitors are going to have to operate at the same resolution. Windows can't see it, monitor always says no signal I would think I'd be getting some signs of life here and yes I checked to be sure the right input was selected. It comes with hdmi, vga, bnc and I think there might be rca jacks back there too. If somebody can give me some thoughts about what might be going on here, other than it's defective which I considered that too probably going to boot up the laptop and see what happens there later today.

so what we have is amd fx990 chipset, pny nvidia gtx1060 with three displayport, one hdmi and one dvi plug onboard, 16 gig ram

I got in touch with PNY who said the card should be able to deal with this, like you first suspect is cable. I put the little monitor on my new msi gaming laptop hdmi out to the monitor and it fired up immediately. And it seems to be running in it's own resolution while the main monitor is running at a higher resolution this is a brand new cable I just picked up at office depot the brand name is ATIVA brand never heard of them but if they had problems with them I daresay the depot would have taken them off the shelf before now. PNY suggested I plug the new cable into the main monitor to see what happens. I do have a dvi to hdmi cable someplace to see if that works any better on the little one.
DisplayPort to HDMI does not require an active adapter. Most likely the adapter you got is just bad.

The limitation on the number of DVI/HDMI monitors you can have only applies to older AMD cards, NVIDIA cards have never had that limitation. And even in those cases, Windows could still see the monitor, it would just show as "disabled".

True, if dual-mode.
"The DisplayPort LVDS signal protocol is not compatible with DVI or HDMI. However, dual-mode DisplayPorts are designed to transmit a single-link DVI or HDMI".
https://en.wikipedia.org/wiki/DisplayPort

And, if you check the specs on GTX 1060, the dp are 1.2 certified, whereas, the standard for dual-mode dp was included in the 1.3 dps.
