Multiplier change not taking hold

Hey folks!

I am trying to OC my PC; however, the multiplier setting doesn’t seem to be taking hold, even though when I check the BIOS, is says 9x. I’ve tried it three times now, and my system monitors (nvidia System monitor and CPU-Z) continue to tell show 6x. PC specs are in my profile.

This is frustrating as I should be at 3.3GHz but instead am barely surpassing 2.1GHz on a fairly decent machine. Any thoughts?
