Question Multiplier on "auto" @9900k but "stuck" at 47 in CPU-Z/Hwinfo "target=5.0ghz" (ASRock UEFI)

Hi everyone.
Somehow, I can't tell why my clocks are doing what they are doing. After fiddling around with XTU for the first time, having some updated done via ASRock windows software, things got a little messy for me and this system:
I am not a big expert, yet I've done some OC here and there. But this is a little baffling to me. How is the "target cpu speed" 5.0 ghz when I set the multiplier to "auto". And how does it end up being stuck at 47x all the time (in CPU-Z and HWinfo). I've had some bluescreens (voltage on auto ends up being above 1.350, which I think is unsafe to run on this rig) temperatures are fine and the bluescreens are not full-load-related. they occured after startup, also.

As I said multiplier setting in Bios is set to "auto". Is it the windows "max performance" power saving mode that does this being-stuck-to 47x to the clocks? Like I said almost constant 1.350+ volts.
Bluescreens happen but can't really reproduce when.
