Multiplier Question

Im running:

4300
Gigabyte DS3P.
2GB corasair 5-5-5-12 ddr2 800mhz

Ive set the multiplier to 9x in the bios but it keeps changing to 6x when i see with cpu z. Is this normal?Is this due to the fact I kept voltages on auto? I thought it would be better to leave them as that so I dont over-do it.

CPU currently at 45c. What is the maximum safe temperature to run at constantly(i.e processor will last several years on?) ?

Yep this is entirely normal. What is happening is called SpeedStep. It's Intel's power saving feature. When the processor isn't being used, the computer lowers the multiplier to reduce power consumtion and heat output. If you are planning to overclock, you need to disable speedstep. This option should be in the bios.
