multipliers set in the bios aren't taking affect.

Hi,

I have an i5 3570K currently overclocked to 4.25-4.29 GHz (which i don't understand why it fluctuates between the two speeds) which confuses me because in the bios I have the multipliers set to 45 and the "target speed" calculated by my bios says it should be at 4.5GHz. I have the multipliers and such set to manual so i dnt know why it isn't working.

I have the voltage set to manual (fixed) as well. Currently set in the bios at 1.24 V but my current voltage according to CPU-Z and other such software, is 1.248 (i don't mind it because my thermals are fine, but i don't understand why it isn't fixed at 1.24 V) the only reason i have the voltage set to 1.24 is because I'm trying to reach 4.5GHz but (despite my changing the multipliers in the bios) the core speed wont change.

I am new to this, so any help is welcome.

I've got a Corsair h100i cooling my chip and it's running on a z77 sabertooth mobo (if your familiar with the features of the board pls halp meh)
