To summarize:

HDD on - you hear no noise in Headphones or on home theater speakers.

HDD off - you hear noise in Headphones or on home theater speakers.

I would normally expect the opposite case but so be it.....

But the opposite is true, as I understand the circumstances, with respect to the SSD.

The only suggestion that I have for the moment is that you open the computer's case and check that all cables, connections, jumpers, RAM, card seatings etc. to ensure that all are fully and firmly connected.

Also look to ensure that no audio cables and drive cables are entangled. SSD especially.

If I understand correctly, you bought the PSU locally. However, there should be some label on the PSU listing the actual make, model...
More information needed:

What sort of noise, what does it sound like?

Continuous or only when HDD goes on or off?

Source/location of noise: speakers, headphones, case,....

Update your post to include more system hardware information and Windows 10 version.

PSU: make, model, wattage, age, condition?
