MW3 lagging on new Pc.

Hey guys.
I usually play Battlefield 1at Max settings with 100fps.
Yesterday, in a nostalgic moment, I decided to play a little Call of Duty MW3. I hadn't tried it on my new computer yet. I played with very high settings on my old pc without issues so on this machine there shouldnt be any problems. (You can see my specs on my name)
To my surprise, on the menu the mouse was really laggy. More like the game was "gagging" even the background smoke gaggs.. Gaming was impossible. Tried changing graphic settings and when applying everything works fine for about 5seconds (no matter what I change) and goes back to the gagging.
Any ideas?

This Barracuda 3Tb is new.. 2months old. I boight because my Wd Elements 2Tb was dying. In this Barracuda i have all my other games except Bf1, BO3 and rainbow Six Siege that are in the SSD. The Barracuda works perfectly fine on other games and apps. Tested it already and it is in perfect health.
What I find strange is that when I change graphic options in the game, as Shadows off/on or AA on/off, when returning to menu all works fine for about 5seconds and goes back to stuttering. I still got to test it with fraps on to see if there are fps variations..
 
Here's a random idea. Try telling MW3 to only use one CPU core via Task Manager. Some older games don't have code to force running only on one core because they were created before multi-core was even a theory, and their main thread gets split up and then pieced back together, but perhaps not necessarily in the right order, meaning it has to be handled multiple times before it comes out right.
 
Ok. Tried on 1 core (#0), 2 cores (#0 and #2), 4 cores (#0, #2, #4, #6) and all cores and threads. Tried also compatibility mode for windows 7.
Also checked the FPS. I realized that it stabilizes at about 48fps (which is extremely low) on the main menu but all runs smoothly. As soon as I move my mouse it spikes down to as low as 8 fps and stabilizes again when I stop moving my mouse.
Ideas? Btw I have a Logitech G502 and have the Logitech Gaming Software installed.
 
What's your CPU usage % when this is happening? It's sounding more and more like something is eating up the part of your CPU power that the game isn't using, leaving nothing for the mouse I/O to use and causing it to lag everything by taking power from other stuff to handle the mouse.
 
There are no other apps running. When I play I do nothing else and have no other apps running. Thw first time I noticed I even restarted my computer and teied again to make shure no other apps where using resources.
That being said, Ihave a 6700K and a Gtx 1070. Play Bf1 at Max with no issues at 100fps.
Anyway I will check the usage and report back when I have time.
 
Try everything, rule out all options, and if it still doesn't work, nuke and pave. Or in this case, pull out an older comp with an older version of Windows and see if it'll work properly there. Half-Life 1 games (for example) don't really run correctly on my monster computer even if I restrict them to 1 core and use XP compatibility simply because everything in my computer is too fast. The program sends its code to the hardware and waits for a response, but it gets that response way faster than it's expecting and doesn't know what to do with it. I play the Natural Selection mod sometimes, and I always dig out my old laptop for it, because it's unplayable on my big comp.

Yup, sounds like straight incompatibility. I managed to finally get around the having to dig out my laptop by just running a Windows 7 virtual machine, but you need Win10 Pro or separate VM software like VMWare to do that.
 
Well yeah, but if your overall computer is fast it'd be just as fast as doing it on your native OS. I've got a Windows 98 VM (because why the heck not) and holy crap it blazes through tasks like you wouldn't believe. I've also got an old Win98 laptop with a Pentium 3 and the difference is incredible. I'm honestly amazed that Win98 doesn't have a seizure while running on CPU cores that are easily four times more powerful than what it was designed for.
 
If I happen to have the time, I may actually try it.. but I barelly have time to play, meaning I wont't probably have the motivation to go through all that trouble just to play mw3 maybe once and then forget about it all over again..
Seems like it could be a solution (more like a workaround) though..
