i generally play witcher 3, csgo, apex legends ang gta 5 games. and the tempature of my gpu reaches 82 degree celcius. i have set 83 degree temperature limit.
is my gpu over-heating or any other issues?

NVIDIA says on their website the the max safe temp is 97°C.
I have a 1070 and while stress testing it hits 80°C+ (i have the same limit 83°C) but while gaming it does not get above 70°C so it's possible that you have a bad airflow / dust buildup.

Well your cooler master Cooler is only for your CPU and it doesn't provide any cooling to your GPU, I advise you to install more fans in that case That will improve airflow dramatically and will lover all your temperatures, including CPU and motherboard. That case supports 3 more fans inside the front panel and two on top.

Your fan curve looks just fine, even if you spend a lot of time getting it just rigt, I think the impact on your CPU right now will be minimal - adding a couple of case fans is what I believe will have the biggest impact on the GPU and CPU temperatures more than anything else, compared to your current setup
