My 1070 won't run games well...

I recently bought a Gigabyte G1 GTX 1070, and I'm getting really low and inconsistent FPS on games such as GTA V and Rust. I have an i53570k@4.5Ghz, some people say that it's a bottleneck issue, and others think it isn't . All I know is that I'm fluctuating between 50-70fps on GTA regardless of the graphics settings. On rust on max settings I was at 30fps. My CPU usage is always 99% when I'm playing these games, and my GPU usage fluctuates significantly from 30% to 50% when I'm on lowest settings on GTA, and from 80% to 100% on max settings, but the fps is still around the same amount.

I've paid a lot of money for this 1070, and I'm so disappointed with the performance so far, any help would be appreciated.

CPU: Intel Core i5-3570K @ 4.5Ghz
GPU: Gigabyte G1 Gtx 1070
Ram: Corsair Vengeance Pro DDR3 1600 C9 2x4GB
Hard drives: Seagate Barracuda 7200.14 2TB, Seagate Barracuda 7200.14 500GB
CPU cooler: Hyper 212 Evo
Motherboard: P8Z77-v LX2
 


There's a chance that this 4.5ghz overclock could be slightly unstable, but it's been managing to run a blend test on Prime 95 for the past 20 minutes.

These were my HWmonitor results while I was playing GTA V on lowest settings http://i.imgur.com/1eXX37L.png (current value, min, max) it seems to be holding max clocks for the most part, with only a little bit of variation.

My CPU was previously overclocked to 4.3Ghz (definitely stable) and the performance was the same as it currently is. Overclocking hasn't made a difference to my performance, as it's still the same as it was when I was at the stock CPU speed of 3.4ghz. My performance since getting the 1070 has literally been worse than my old GTX 760 on games such as GTA V and Rust.
