My 1080p monitor won't display 60hz?

I am new at this forum but i really need some help with a monitor that i had for a while, It's a philips 220E 1080p 60hz monitor but frankly for some reason just won't display anything at 1080p 60hz...

I am using it right now and i managed to get it to work by using keyboard shortcuts to open up screen resolution and change the resolution to 1680x1050@60hz but the problem is that if i have to do something in bios OR to upgrade to windows 10 i can't due to it switching to 60hz which the monitor won't display.
Could it be a technical problem? The monitor Is not mine but because my dad used to be an electro engineer and used to fix stuff like this (Old tech like 80's or 90's tv's and some newer tec) but since technology started being more like processor/chip based then his work is kind of gone by now also he is old so this monitor was a friend of his but he had this problem and sent it to us "IF" he could fix it but no.

then my dad's friend actually opened a computer repair store and he didn't bother to get it back and left it for us to use and because dad couldn't really do anything he used it for watching Tv (he made a special SCAR to VGA adapter) and he used it for some time until i said i wanted to see what i can do.

I made some tests with Nvidia's control panel (i have a Nvidia geforce gt710 2gb gpu) and with the custom resolution feature i was able to run this monitor at 1920x1080p at these hertz in windows 8.1 pro x64bit : 56, 57, 61, 62, 63, 64 and 65hz while 60hz won't display and the monitor shows a message saying cannot identify the resolution please put it at 1920x1080@60hz.

I do not know what could it be and all i think is a faulty product or maybe the friend of my dad did something to make it lose the 60hz thing, I do not know but if there is any solution it will be much appreciated because i would really love to see windows 10 at 1080p (win8 is looking awesome to me but kind of hard to use so im thinking to switch to windows 10) And if there isn't any solution then i might even stick to windows 7 because i do have a lot of problems with windows 8 and i still can't figure it out how to use it properly even if i had it like more than a year by now.

What cable are you using to get a signal from your PC to your monitor? I've had some issues with different cables causing my monitor to display at various different refresh rates

I am using a classic vga cable (the only one i have) and well it works all fine but it just won't work at 1920x1080p at 60hz and for some reason supports higher refresh rates such as 61hz, 62, 63, 64 and also 65hz and also i have tested on a 1024x768 monitor at 60 and 75hz and it works perfectly fine also i have tried at 1280x1024 monitor at 60hz and that works perfectly fine too but in 1080p60hz it just won't work

Hmmm....is there any way you could obtain a different cable? HDMI or DVI-D
