My 2500k keeps throttling to 1.6ghz

My pc is windows 7 x64

just reformatted and did a fresh reinstall a month ago

things had been working fine, today I noticed some weirdness with my framerate in games, I alt-tab and notice my CPU keeps changing from 4ghz to 1.6ghz, it just keeps going back and forth

4ghz...1.6ghz....4ghz....1.6ghz.... it changes like every 2 seconds

I have high performance mode enabled, everything in UEFI checks out, temps are in the 30's so great, just can't seem to figure this one out

Windows automatically drops the performance of the cpu when not needed, looking in your power management settings, "minimum processor state" or something like that.

Yeah it does that in Balanced or similar power saving modes. But when you have High Performance mode enabled the processor is not supposed to ever throttle down.

Have you looked at the settings? Is there a "minimum processor state" and is it a 100 % ?what are your temperatures?
