Ok, so what do you think the boost speed is suppose to be? I'll tell you now that the advertised boost speed is not for all situations. You are more likely to see the CPU run at 3.6-3.8Ghz on all cores under load.
i know but it won't even boost, what means that im stuck on 3.2Ghz without manually oc, what i don't want because of heat and energy.

I don't realy know what u are talking about? If you could explain this to me a bitmore detailed i can hopefully understand it.
Sorry don't listen to any of that, completely had a brain fart moment and started talking about gpu boost clocks not sure what I was thinking about. But I think your issue is probably being caused by ryzen master, you could uninstall that software especially if you don't want to overclock and if the issue persists you could try a bios reset.

What are you using to test the boost?

What are you monitoring with. CPUZ doesn't monitor

Download HWMonitor and play a game see what the max value is on the core clock speeds.

Then have you changed any settings in the BIOS? How did you set your memory up?

If I wanted to test boosting speed, I will first download Cinebench R20 (http://http.maxon.net/pub/cinebench/CinebenchR20.zip), and then use only hwmonitor or hwinfo portable (for me hwinfo is by far better and more accurate for Ryzen-you can run the "sensors only option")

Open Cinebench, open hwmonitor or hwinfo, and then click the "RUN" button on Cinebench, then go back to monitoring software and check the "current" cores frecuency (All cores should be boosting around the same number).

Rememebr don't use more than 1 monitoring software at the same time cause it can mess up your readings!!!
