[SOLVED] My 3080 is not pushing out all it has for some reason?

So I bought a Gigabyte 3080 Gaming OC. Currently paired with a Ryzen 5 2600, 16GB of RAM, and a 650W PSU at 1080p. So I tested to see how games I played would run and.......I was disappointed. I know that 1080p is more or less a bottleneck for this card and the 2600 might be as well but not getting that card to run past 60% on average? I decided to test Monster Hunter World cranked up all the way and never saw the load go above 52%. However I set the FPS cap to 144 yet the fps never went above 115, even with my CPU at around 70%. Next was Red Dead. I optimized the settings that Hardware Unboxed recommended and got an average of 101 FPS in the benchmark with the GPU never going above 80% and that was only for a few seconds on the snow part. My question is.... I thought that because I was playing at 1080p, the 3080 would not break a sweat giving me a constant 144 buttery smooth fps. The reality is that it is not breaking a sweat... but giving me similar results to my old 1060 if I had everything on low(except for Red Dead). Is it really bottlenecked by my CPU that badly? The 2600 is indeed lower than the 3600's performance by some 15-20% in 1080P FPS, which in turn is down by another 15-19% to the 5600X...

Depending on the game. and your chosen GPU, certainly not all CPUs are capable of 144 fps, even if at 'only' 1080P....(if you lower the res or details even further and the frame rate does not increase, your CPU is the limiting factor...)

It will be up to you decide on if you are content with current FPS, and to decide whether a potential 30-40% uplift in average FPS at 1080P is worth the $299 expense of the 5600X...

I had a similar problem on a lower lever (2060s) when I had both my CPU and GPU usage less than supposed to be and it turned out to be a RAM limit. If you have 1x16 may be you shouldtry 2x8
