My 3770k works at 1.3v without oc

Hi guys. I have a 3770k and msi g43 z77. And when i monitor cpu voltages in hwmonitor i noticed that my cpu works at 1.3v constantly. Sometimes it drops to 1.06v but generally it is 1.3v. I think 1.3v is for like 4.5ghz oc. So, why is cpu voltage so high? Boost is on, so cpu is 3.9ghz constant. Even idle speed is 3.9ghz which is ridiculous. And my idle temps are between 38 and 53 which changes rapidly (in one second it changes 3 times between those temps). So what do u think about my problem. Thanks
 
I think motherboards have a higher than necessary stock voltage. Mine (i7-7700K/MSI Z270) is the same way reaching well over 1.3V if left on stock/AUTO vcore voltage giving higher temps.

I manually set my vcore to a lower voltage like 1.225V. I don't know what the 3770K should be at, you'd have to play around with it and find a good voltage.
