[SOLVED] my 5600 xt is spiking without any programs running

may 5600 xt is spiking back and forth from 0% straight to 100% even if im not playing any games.
i dont know what to do this is my first pc build

specs
i5 10400f
asrock challenger pro 5600 xt
msi b460m bazooka
darkflash 550w
16 pny xlr8

What were you doing when the spikes happened? Windows do use the GPU for any graphical need they have. Also watching video, photos etc, will use the GPU.
The percentage used means nothing if the clock is not high. For example, if you use 90% of 800Mhz will not be the same with 90% at 2000MHz.
