Question My 6800xt temps are abnormally low?

hello sorry if this seems like a weird issue but when i play most games my gpu runs at 99% usage but temps never go above 41C. could this be some bottleneck or a setting i turned on?
cpu 5600x, gpu xfx speedster 6800xt, 32gb ram and on windows 10

What are you using to pull the temperatures? Have you tried other programs to confirm the readout?

im using the amd radeon software overlay, i also just ran a time spy test my score was 10595
