at idle it is around 44-60 at 100% load it is normally around 80 degrees at beginning and starts to rise over time(4.5ghz)

Maybe try to remove the heat-sink then clean and reapply thermal paste.

Those are common temps for a OC'd 7700k, your next options are to de-lid the cpu and fix the poopy thermal job intel did or go for a higher end AIO/ custom water loop for better cooling.
