My 790i Ultra's BIOS loads very slow.

When I turn on my PC, the BIOS loads slowly, one letter at a time, and takes a good 30 minutes to identify all the devices.

When I ran this machine out of the case, it was completely fine, which led me to believe this was a grounding problem.

What can I do to fix this?
My case is a Coolermaster Cosmos 1000.
 
It can't be a grounding problem. Even a motherboard mounted on cardboard won't have an issue as it's grounded through the PSU.

It behaves like the CPU isn't running at it's rated speed. Does it eventually boot and work properly? Have you tried clearing the CMOS?
