[SOLVED] My 9600K is thermal throttling to high 90Cs and I don't know why, please help!

I recently built a PC and I'm running:

Intel 9600K
Cooler Master Master Liquid ML240L
Gigabyte Z390 Aorus Ultra
Gigabyte 1060 3gb Windforce OC
WD Blue 250gb SSD
Seagate FireCuda 2TB
Cooler Master H500

I have my radiator installed at the top of the case with the stock 200mm front intake fans and the stock 120mm exhaust at the rear.

My CPU temps are going to the max temp(100C) sometimes and mostly will be in the high 90Cs. My load is also at the most 45% at times so how do I fix this?! Please help! Thanks in advance!
 
The liquid all-in- one CPU cooler may need to be remounted with fresh thermal paste. The other possibility is that the pump isn't working or is plugged up.

The fans on the radiator may not be turning or are running too slow.

And the last possibility is that the CPU cooler isn't up to the task.
