Yes it's normal for fans to make noise as RPM hit maximum because of heat. Some fans are quieter than others but all will make more noise at full speed. Liquid coolers cool slower than air coolers so typically fans would run fast longer. Only way would be to replace fans with better and quieter (and more expensive) ones.

I'm using Sapphire Nitro + Rx 580 8gb. I'm running FurMark v1.20.1.0 on 0xMSAA. After sometime (30 secs or more) it stops giving display mean black screen popups and I've to restart my computer to get display again.
