Solution
You are geting 4.4 thats a widnows bug,see that core temp shows 4.4.If you are on stock cooler get back to max 4.0 or 3.9, 4.4 is to much for it.

Update: ok now i see problem you clock your CPU with FSB.DONT DO THAT YOU SE IT to 629.get back to stock you will fry it.OC WITH MULTIPLIER ONLY.Look how i set mine http://valid.x86.fr/cqkcyy
I don't know exactly how it works for AMD. But you definitely should enable Turbo Technology. As far is i know intel processors also use this technology for example if it is on: It will run at 1.4GHz when you don't need the full power. When you do need it (for gaming or whatever) It will automatically go to its full potential.

Try using CoreTemp. When the app is up on the screen, it will show you in real-time not only the core temps but also the load per core & the current frequency they're running at (i.e. when idle they "downshift", when running they should max out).

Rest your bios to default settings. And try to set your Power profile(in Control Panel) to Balanced or High Performance. And don't use any software to change BIOS settings, safest thing is to do it in BIOS itself.
