Question My Arcade Machine Running Windows XP has screen problems!

I am having trouble with my arcade machine. The screen has issues and i see stuff on the screen roll downwards.

Need a bit more details than this, what is the "issues" the screen has and what exactly are the specs of this system? Picture or video of what is happening would be helpful.
