My Bios and CPU-Z show different frequencies

Hi I recently built a computer and tried overclocking when I put my CPU frequency in my bios to 3850 MHz and my memory frequency at 2400 but it just shows up as 3600 and 2133 in CPU z even during stress tests can somebody help me fix this.
PC specs
CPU: Ryzen 1600x
Mobo: Gigabyte ax370 gaming k5
CPU Cooler: Be quiet dark rock 3
Memory: 16gb ddr4 2400mhz geil evo forza
PSU: Be quiet Dark power pro 11 750w
