My Book Elite: Speed

hi, i have My Book Elite 1 TB External Hard Drive and i dont know if this is normal or not, but everytime when i copy anything in or out it starts at about 78 MB/s and after a few seconds starts to fall to approximately 25 MB/s, sometimes even less.

Is this, like, normal or can I do anything about it?? or any explanation would be nice

I think its just all you can transfer through your USB ports

but why does it start at 78 and then drops to low values? why not stay at 78 or fluctuate around it i wouldnt mind that (btw all my usb ports are 2.0)
