My Brand New Gaming PC build running slowly?

I'm new to building pc's and I just built my first gaming pc. It's running very slowly, like when I want to go to "Computer" it lags until the window finally opens up. Or at times the mouse will be very laggy and skip around instead of moving smooothly. At times it works fine though. What could be the problem?:
i5 4670k
Sapphire r9 280x
Seagate Barracuda 1tb HDD 7200rpm
MSI z87-g43 motherboard
Seasonic s12ii 620w psu
2x 4gb G. Skills Memory

Go into Control Panel > Device Manager and check to see if all your parts (hardware) are listed there. You can also right-click on parts and simply hit "update".

Mainly your graphics card drivers are important

Is it well cooled?
How many fans do you have?
If you have insufficient cooling your components will thermal throttle!

I know those requirements tend to be slightly overstated, but yours is 130w off, which is NOT good. It might work, but it might blow and cause a lot of frustration and damage when it does. Other problems might be with the USB port you have the mouse connected to. If you have the keyboard and mouse connected to a USB hub, plug them directly into the back of the PC, otherwise move them to a different set of USB ports. Also check for too many startup programs, and check the bios and device manager to make sure all the hardware is showing up and working properly. Also obvious but check and make sure all the fans are spinning at speed, especially on the GPU.

That would be wrong. The motherboards chipset driver is just as important, also having an sound driver installed is nice. Without a chipset driver many things won't work proper if they work at all.

A 620w Seasonic PSU is more than enough for any single 280x gpu(even the Sapphire Toxic), it could easily run a 290x.

I'm thinking that it could be a problem with the HDD or the OS/drivers. Did you do a clean install the OS or xfer the hdd/os from another machine?

A lot of disk activity can cause the problem too, yes. My old WD Green would cause that on my desktop all the time before I replaced it with the Black edition. The Barracuda shouldn't suffer from performance issues on a fresh install though unless it's defective or a lot of startup programs are being loaded at once

def check all drivers starting with Bios.. Do not use control panel to check update.. go straigth to each device and update drivers directly. also make sure your memory sticks are running at the optimum speed. you can check that in bios. and make sure you are actually getting the correct ram reading.. i once installed 8 gb and was only reading 4. had to reinstall memory
