My brother installed kmspico, "CPU utility" started taking up high % of CPU, can't activate Windows Defender

Hello!

So, my brother installed kmspico on our PC, no major viruses and malware were installed (from what I've seen so far), but here's what happened.

During installation PC blue screens, windows update starts
PC restarts, says it failed to start Windows
He starts windows again and the PC turns on
Kmspico not installed (rather, windows not activated)
"CPU utility" appeared out of nowhere, taking up high % of CPU
I can't turn on Windows defender
And Google chrome wouldn't start (reinstalling fixed it)

I didn't do anything such as scan my computer with malware bytes and such. I've looked up different solutions but they don't seem to be as simple as doing a virus scan, so I'm asking for proper steps to correctly remove kmspico and all its malware. Also would reinstalling Windows solve the issue?

I can't help you until you put a good install of win 10 which isn't using a license key tool.
